前立委張堅華（國民黨中央評議委員）在日前拜訪國民黨基隆市黨部主委李伯元時表示，他陳情總統府就台電公司強行編列九十九年度藩子澳卸煤碼頭興建預算，提出疑似違反預算法及立法院預算中心評估報告之提示乙案，總統府除函行政院秘書處要求查處外，並函國民黨中央委員會請立法院黨團減列該筆預算事，請參處。
前立委張堅華對基隆設海博館的興建，多年來不遺餘力，更堅決反對台電卸煤碼頭的興建，認為其程序違反環評法，監察院已予糾正，立法院預算中心也對卸煤碼頭七億六千一百四十二萬三千元預算，認為應予減列。

我本身是基隆人，
目前就讀於世新大學廣電系的學生。
因為在最近的新聞當中，
有看見關於台電要在番仔澳灣興建卸煤碼頭
而這樣的情況將會造成海洋生態的破壞
如果可以的話，
請問可以讓我進行這個議題的採訪嗎?
不過因為有些較深入的東西，
目前還要再繼續搜尋一下
現階段我會先將相關的文章跟新聞以及相關議題部落格完整的看完
我採訪的影片以及完整的新聞會上傳至peopo公民新聞網的網站上
主要目的也是希望可以讓更多關心環保以及生態的人能夠看見基隆其實也有很漂亮的海洋生態，並且不容許被破壞
這次實習有四則新聞的作業，而且這次是我第一次拍攝新聞，所以可能在採訪新聞的專業知識會有比較不足的地方
可能不能像主流媒體那樣有立即的效果，不過我還是希望可以忠實呈現基隆的在地報導
